After the deaths of 14 servicemen on the Caspian, Abbat Orisbayev, an MP from the Adilet faction, proposed equipping exercise participants with GPS tags and health sensors. The initiative also provides for monitoring the territory with drones and the ability to immediately halt dangerous stages of exercises.

WHAT DEVICES WERE PROPOSED FOR INTRODUCTION

According to the MP, to improve the safety of servicemen, electronic devices should be used that transmit the coordinates of exercise participants in real time.

The tags should automatically send an SOS signal if a serviceman falls, remains motionless for a long time, or ends up in the water. In addition, it is proposed to maintain constant surveillance of the exercise territory using unmanned aerial vehicles.

HOW THEY PROPOSE TO MONITOR THE CONDITION OF MILITARY PERSONNEL

A separate proposal concerns monitoring the physiological condition of servicemen. The devices should track heart rate and other key health indicators.

At the same time, it is proposed to transmit information about the weather, visibility, wind speed and sea conditions to the command post. If the risk level turns out to be too high, it is proposed to immediately halt the dangerous stage of the exercises.

WHAT OTHER MEASURES ARE ENVISAGED

The MP also proposed developing a safety plan for each exercise in advance. The document should specify requirements for the health condition of participants, possible risks, evacuation routes, the composition of the rescue team and weather restrictions.

In addition, it is proposed to check exercise locations in advance. The government has been proposed to develop a unified safety standard within three months and initially test it in certain regions.

CONTEXT

Recall that on 24 September, during exercises on the coast of the Caspian Sea in the Mangystau region, 17 servicemen were swept out to sea after a sharp deterioration in weather conditions and strengthening wind. As a result of the incident, 14 people died.

The search and rescue operation ended on the morning of 25 September after the bodies of the last two missing servicemen were found.

Five officials of the Ministry of Defence system were detained on suspicion of criminal offences related to negligent attitude to service and violation of navigation rules, resulting in grave consequences. Among them are the chief of staff – first deputy commander-in-chief of the Naval Forces of the Armed Forces, two commanders of military units, a commander of a marine infantry company and a boat commander.
