Ministry of Transport has proposed suspending the implementation of the Unified Transport Document Management System (UTDMS) until 1 January 2027.

WHAT IS KNOWN

According to Trans_info_kz, the response from Vice-Minister Maksat Kaliakparov to a request from Majilis Deputy Bolatbek Nazhmetdinuly has revealed that the Ministry of Transport intends to pause the implementation of the UTDMS until 1 January 2027.

It is noted that additional time is needed for market participants to adapt to the new requirements.

A comparative table on the initiative is already being sent to state bodies for approval.

Furthermore, it is planned to publish the draft order on the ‘Open NLA’ portal, where it will undergo a public consultation procedure.

WHAT CHANGES THE MINISTRY OF TRANSPORT IS CONSIDERING

At the same time, the Ministry of Transport has announced its intention to simplify the rules for road transport.

The department also intends to remove duplicate requirements from waybills.

WHY THIS DECISION WAS MADE

The reason for the initiative is the desire to give the market additional time to adapt to the new requirements.

WHY THE DECISION HAS ATTRACTED ATTENTION

The UTDMS became mandatory for processing consignment notes and waybills in electronic format from 1 June 2026. Administrative liability is provided for violating the requirements.

In May 2026, system users began submitting complaints about the platform's operation. In particular, they reported issues with registration, a lack of instructions, difficulties with linking medical workers, and a lack of integration with accounting programmes.
