In Kazakhstan, the procedure for obtaining a temporary residence permit (TRP) for foreigners and stateless persons has been changed. The new rules specify the deadlines for submitting applications and strengthen data checks, which directly affects the application process.
WHEN TO SUBMIT DOCUMENTS
According to the order of the Ministry of Internal Affairs of the Republic of Kazakhstan (MIA), the requirements for submitting documents and inter-agency verification of applicants have been updated.
Foreigners are required to apply for a TRP:
- before the end of their period of stay in the country,
- or no later than 10 calendar days after its expiry.
If the deadline is missed and the person has been brought to administrative responsibility (without deportation), documents can be submitted within 15 days of the decision being issued.
WHAT CHECKS HAVE BEEN STRENGTHENED
When reviewing applications, the MIA checks data against several databases simultaneously:
- information on border crossings — via the UIS "Berkut" system;
- criminal records and offences;
- registration in the fingerprinting system;
- possession of an IIN;
- employment contracts — via the Unified System for Accounting of Employment Contracts (USAEC);
- valid permits held by the employer.
WHAT DOCUMENTS ARE NOW REQUIRED
The list of mandatory documents includes:
- application form;
- identity document;
- medical insurance (via the Saqtandyry system);
- consent of the property owner;
- confirmation of fingerprinting.
Additional documents depend on the purpose of stay — work, study, medical treatment or entrepreneurial activity.
WHAT HAS CHANGED FOR APPLICANTS
Some procedures have become more digital: if the necessary information is already available in state systems, submitting separate documents is not required.
At the same time, control over applicants has become more detailed due to the expansion of inter-agency checks.
