The Majilis has begun work on a draft Amnesty Law, which provides for the write-off of part of administrative fines. Fines for certain traffic offences that do not pose a threat to life or health may be eligible for amnesty.

WHICH FINES WILL BE COVERED BY THE AMNESTY

The administrative amnesty will cover 260 articles of the Administrative Code of the Republic of Kazakhstan. As reported by Majilis deputy Snezhanna Imasheva, this concerns only fines imposed by state bodies, not by courts, reports Informburo.kz.

According to her, almost 90% of fines that could fall under the amnesty relate to decisions issued by internal affairs bodies. The majority of these are linked to traffic violations.

Fines for not wearing a seatbelt and using a phone while driving may be covered by the amnesty. However, the amnesty will not apply to violations that could cause harm to life or health.

WHICH VIOLATIONS WILL NOT BE WRITTEN OFF

The deputy clarified that the amnesty will not extend to fines for speeding, running a red light, or driving under the influence of alcohol.

Administrative offences that have caused harm to the health of citizens will also not be covered by the amnesty. Other categories of exemptions are not specified in the submitted materials.

CONTEXT

Earlier, Snezhanna Imasheva reported that the administrative and criminal amnesty could preliminarily affect around 17 thousand people. According to her, drafts of the relevant laws were at the stage of development and discussion.

The deputy also noted that the administrative amnesty could cover several million fines, as one person may have several administrative penalties at once. At the same time, she said that the issue of excluding offences related to ecology and sanitary safety from the amnesty was discussed, as they could pose a threat to the life and health of citizens.
