Majilisman criticised the fine system

Majilis deputy Askhat Aimagambetov stated that Kazakhstan needs to reform the administrative fine system. 

As reported by Zakon.kz, Aimagambetov believes that fines are currently being used as a tool to fill the budget. According to him, such measures should, first and foremost, be aimed at preventing offences.

"Fines have become one of the hottest topics for discussion. An emotionally charged and provocative neologism, 'Shtrafstan', has even emerged, sarcastically reflecting the situation with fines and expressing the discontent of those who believe they are applied unfairly or solely to replenish the budget", the deputy noted.

The Majilis member added that a punishment system based predominantly on fines is causing dissatisfaction among citizens.

As examples, he cited disproportionately high fines for unpaid parking and warming up a car in cold weather. The speaker also separately highlighted the issue of fines for schools that are underfunded.

"As possible measures, the Majilis member proposed making fines fair, using them for social needs, combining them with education, and abandoning quotas", the statement reads.
