Kazakhstan is considering an administrative and criminal amnesty, which could affect around 17,000 people. The relevant bills are currently being developed.
WHAT IS KNOWN
According to the KAZINFORM news agency, MP Snazhanna Imasheva stated that the draft amnesty laws are still being developed and discussed in the Majilis.
According to her, the administrative amnesty would involve the write-off of fines imposed by state bodies. However, the final list of offences that will be covered by the amnesty has not yet been determined.
The MP noted that there are more than 600 types of fines in Kazakhstan, and discussions are currently underway about which of these could be included in the amnesty. Offences related to the environment and sanitary safety are likely to be excluded, as they could pose a threat to human life and health.
HOW MANY FINES COULD BE WRITTEN OFF
According to Snazhanna Imasheva, the administrative amnesty could affect several million fines. She explained that one person may have multiple fines, making it difficult to calculate the number of individuals involved.
Furthermore, the possibility of a complete write-off of fines for certain categories of citizens, including women and pensioners, was previously discussed. A different approach is now being considered — extending the amnesty to everyone without categorisation.
WHO WILL BE AFFECTED BY THE CRIMINAL AMNESTY
A criminal amnesty is being considered separately. According to the MP, it will be similar to previous campaigns.
It is expected to cover individuals who have committed crimes of minor and moderate gravity. Preliminary estimates refer to 17,000 people.
WHEN WILL THE BILLS BE SUBMITTED
Snazhanna Imasheva reported that the developed bills are planned to be submitted to Parliament in early May.
