Kazakhstanis could be paid up to 17 million tenge for reporting corruption

In Kazakhstan, the rules for rewarding citizens who report an impending, ongoing, or already committed corruption offence have changed. The maximum amount of the one-off cash reward is 17.3 million tenge.

WHAT HAS CHANGED

The relevant amendments were introduced by order of the Chairman of the National Security Committee dated 5 August 2026. The document clarifies the procedure for reviewing submissions and making reward payments to citizens who have assisted in the fight against corruption offences.

The amount of the payment depends on the size of the bribe or the damage caused. The maximum amount is 17.3 million tenge, calculated on the basis of current standards and the size of the Monthly Calculation Index (MCI) for 2026.

WHO CAN RECEIVE A REWARD

For civil servants whose official duties include the mandatory reporting to their superiors or authorised bodies of any known instances of corruption, a certificate of commendation or a letter of thanks is provided.

They are rewarded by the National Security Committee's Anti-Corruption Service or by regional National Security Committee bodies. To receive a cash reward, calculation rules apply that depend on the circumstances and outcomes of the review of the report.

HOW THE SUBMISSION IS REVIEWED

The authorised body must explain to the person entitled to the reward the procedure for submitting an application. After the submission is made, the body carrying out anti-corruption activities sends the necessary documents to the National Security Committee's Anti-Corruption Service or the relevant regional National Security Committee body within 10 working days.

The package includes a petition for the reward, a copy of the application with its registration number, documents relating to the administrative case where the offender has been brought to account, and for criminal cases, a guilty verdict that has entered into force or a decision to discontinue the criminal case. A copy of the applicant's identity document and a bank statement confirming the existence and number of a current account in the national currency are also required.

For the award of a certificate of commendation or a letter of thanks, the citizen's own application is not included in the package of documents.

WHEN THE MONEY IS TRANSFERRED

Once the materials are received, within 5 working days they are checked for completeness and compliance with the established requirements. The documents are then reviewed by a special commission, which must include at least five staff members of the Service or the regional National Security Committee body.

If the commission decides to grant the reward, the head of the relevant body issues an order within 1 working day. This serves as the basis for paying the one-off reward, awarding the certificate of commendation, or announcing the letter of thanks.

The money is transferred to the applicant's bank account within a month of the order being issued. The new rules come into force on 22 August 2026.
