Kasym-Zhomart Tokayev announced the launch of digital platforms and the development of fintech.

At the meeting of the Council for the Development of Artificial Intelligence (AI), President Kassym-Jomart Tokayev listed the digital projects being implemented and outlined tasks for the development of infrastructure, fintech and digital assets.

WHICH DIGITAL PROJECTS HAVE ALREADY BEEN IMPLEMENTED

The President announced a number of government initiatives using digital technologies.

Among them is the launch of a unified customs clearance platform, KEDEN, where the time required to process a declaration has been reduced to less than one minute, and most documents are processed automatically.

A national logistics platform, Smart Cargo, is also being created, which gains access to 127 data sources. According to the President, it will allow for the introduction of an accelerated border crossing mechanism for compliant companies.

In the fiscal sphere, an integrated tax administration system has been implemented, reducing document processing time from one hour to one minute and covering approximately 2 million taxpayers.

HOW DATA ANALYTICS AND MONITORING ARE USED

The President noted the launch of the Smart Data Finance platform, which aggregates data from 78 sources, including mobile transfers and air travel. He stated that online budget monitoring helps prevent risky payments amounting to hundreds of billions of tenge.

Furthermore, based on the National Catalogue of Goods, containing over 23 million items, an analytical model for public procurement is being formed. According to the Head of State, this model is capable of achieving savings of over 200 billion tenge annually.

HOW FINTECH AND DIGITAL ASSETS ARE DEVELOPING

Kassym-Jomart Tokayev noted that the share of non-cash payments in Kazakhstan has exceeded 80%.

"The widespread use of the digital tenge is radically changing the situation, ensuring transparency of targeted budget expenditures and reducing transaction costs," said the Head of State.

According to him, in 2025, a national legal framework was created for regulating digital financial assets and cryptocurrencies. This opens up opportunities for the tokenisation of real estate, gold and shares of industrial enterprises.

The President also instructed the government and the National Bank to coordinate strategies for the development of digital assets in order to establish a crypto hub in the country.

WHAT TASKS HAVE BEEN SET FOR INFRASTRUCTURE

The President called infrastructure one of the key elements of the digital economy. The creation of the "Data Centre Valley" was identified as a priority project, which should provide access to computing resources for businesses and science.

Additionally, Kassym-Jomart Tokayev instructed the government to work out the project parameters taking into account international standards and the country's real needs.

WHY CYBERSECURITY AND CONDITIONS FOR INVESTMENT ARE IMPORTANT

"It is necessary to implement cybersecurity standards directly into the architecture of all national technological solutions. The protection of personal data is now enshrined in the Constitution," emphasised the Head of State.

He also stated the need to create conditions for attracting specialists and investments, including simplifying and digitising immigration procedures. In particular, a "Golden Visa" has been introduced, providing long-term residency and a number of preferences, including access to education and healthcare.
