In the Pavlodar region, eight rural district mayors have been brought to administrative responsibility for violating environmental requirements. The total amount of fines came to 1.7 million tenge. The violations are linked to the discovery of dozens of illegal dumps, pointing to problems in the local waste management system.

WHAT VIOLATIONS WERE IDENTIFIED

According to the Pavlodar Region Prosecutor's Office, more than twenty solid household waste dumps were found in the Akkuly district, none of which had permits for environmental emissions.

The inspection also revealed non-compliance with environmental and sanitary requirements. Specifically, there was a lack of regulatory and technical documentation, and a system for monitoring leachate and wastewater had not been organised. This is important for preventing the negative impact of waste on the environment.

In addition, the unauthorised landfills were not equipped with a system for controlling landfill gas emissions.

REASONS FOR THE FORMATION OF DUMPS

It was established that the dumps formed as a result of the uncontrolled disposal of municipal waste.

Moreover, local executive bodies failed to ensure compliance with environmental requirements in waste management.

WHAT MEASURES WERE TAKEN

Following the inspection, the mayors of eight rural districts were brought to administrative responsibility.

In total, they paid fines amounting to 1.7 million tenge.

CONTEXT AND SIGNIFICANCE

In accordance with paragraph 4 of Article 13 of the Environmental Code of the Republic of Kazakhstan, preserving nature and treating its resources with care is the duty of all individuals and legal entities.

The identified violations indicate a failure to comply with these requirements at the local waste management level.
