A heavy downpour with hail hit Shchuchinsk and led to flooding on some roads and problems in apartment buildings. Videos of flooded streets and entrances have been circulating on social media.
WHAT CONSEQUENCES THE BAD WEATHER CAUSED
According to eyewitnesses, a heavy rain with hail struck Shchuchinsk and within minutes created serious inconvenience for residents. Some roads were flooded.
"The bad weather caused a lot of trouble: some roads were flooded, and in certain entrances of apartment buildings the drainpipes gave way," said a post from a local Instagram page.
Videos have appeared on social media showing cars moving along waterlogged streets. Footage from one apartment block, where water was pouring in a powerful stream from the upper floors directly into the entrance, attracted the most attention from users.

The akimat reminded that repairing the roofs of multi-apartment residential buildings falls under the common property of the apartment owners. Such work is carried out using targeted contributions or other funds raised by the owners.
"Financing of these works from the local budget is not provided for," the statement said.
WHAT THE HOUSING AND UTILITIES DEPARTMENT EXPLAINED
According to the Department of Housing and Communal Services (HCS) and Housing Inspection of Burabay District, in accordance with paragraph 1 of Article 42 of the Law "On Housing Relations", owners of apartments and non-residential premises are obliged to choose a management form for the condominium object — an association of property owners (APO) or a simple partnership.
The department also stressed that it is not the balance holder of multi-apartment residential buildings and does not carry out roof repairs using budget funds.
