Halyk Insurance Company JSC from January to July 2026 received 43 administrative fines totalling 19.03 million tenge. The majority of the penalties relate to the late payment of insurance claims.
WHAT VIOLATIONS THE REGULATOR RECORDED
According to the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market (ARDFM), Halyk Insurance Company JSC was brought to administrative liability 43 times from January to July 2026. The total amount of fines imposed was 19.03 million tenge.
The majority of the rulings relate to the late payment of insurance claims.
As a rule, for each identified case the company was held liable under Part 1 of Article 229 of the Administrative Offences Code of the Republic of Kazakhstan (“Violation of the legislation of the Republic of Kazakhstan on insurance activities”) with a fine of 432.5 thousand tenge. In one of the episodes recorded in January, the amount of the penalty was 865 thousand tenge.
IN WHICH REGIONS WERE THE MOST RULINGS ISSUED
The largest number of rulings was issued by the territorial divisions of the ARDFM in Kostanay — 21, Semey — 14 and Konayev — 3.
Individual administrative fines were also imposed in Atyrau, Karaganda, Taraz and Kyzylorda.
WHAT WRITTEN ORDERS THE COMPANY RECEIVED
In addition to the administrative fines, in the summer of 2026 the regulator issued written orders to the company on two occasions.
The first order, dated 16 July, concerned violations of the direct settlement procedure under compulsory third-party motor liability insurance (CTPMLI). The second, dated 6 August, also relates to failure to comply with the requirements of the legislation on compulsory motor insurance.
