The Government of Kazakhstan has announced a plan for the development of agricultural science.

The Government of Kazakhstan has reported the development of a plan for agricultural science, aimed at improving its effectiveness and focusing on the needs of businesses. 

The information is contained in a response from Deputy Prime Minister Serik Zhumarngarin to a request from Majilis deputy Tilektes Adambekov.

REVIEW OF THE NASEC STRUCTURE

In the government's response, it is stated that the plan includes a review of the organisational structure of the National Agrarian Science and Educational Centre (NASEC).

The document also envisages strengthening the commercialisation of scientific developments and orienting them towards the needs of the agro-industrial complex (AIC).

It is noted that during the development of the plan, mechanisms for interaction with businesses are being considered, including elements of public-private partnership (PPP). 

The document does not disclose the mechanisms for private capital participation or the parameters for managing scientific infrastructure. This leaves open the question of how the balance between attracting investment and maintaining state control will be ensured.

JOBS AND EMPLOYMENT CRITERIA

According to the government, in 2025, 64.4 thousand quality jobs were created in agriculture, forestry and fisheries.

These types of jobs include positions with:

  • a salary not lower than the median for the region;
  • employment for no less than 6 months;
  • social guarantees and pension contributions;
  • an occupational injury rate below the industry average.

The document specifically notes that employment in agriculture depends on seasonal factors. However, the response does not clarify how the long-term sustainability of such jobs is assessed.

WAGE GROWTH AND SUPPORT MEASURES

The government reports that since 2022, salaries in the public sector, including the agricultural sphere, have been increasing annually by an average of 20%.

An additional mechanism involves the authority of local executive bodies to establish incentive bonuses using funds from local budgets. The document does not disclose how a comparable level of such payments will be ensured across different regions.

PRODUCT SALES AND DIGITAL CHANNELS

A plan to promote agricultural products on domestic and foreign markets is also being implemented, approved by Government Resolution No. 1141 in December 2025.

It provides for the expansion of sales channels, including retail chains, fairs, marketplaces and digital platforms, as well as measures to develop exports. However, the response does not specify the mechanisms for integrating producers into these channels or their impact on pricing.
