Kazakhstan has recorded growth in the manufacturing industry and a record volume of housing commissioning. This was announced at a meeting of the board of the Ministry of Industry and Construction based on the results of 2025.
The meeting was chaired by the First Deputy Prime Minister Roman Sklyar. It was attended by representatives of the Presidential Administration, the Government Apparatus, state bodies, akimats, national companies, and the public council.
Minister of Industry and Construction Yersaiyn Nagaspayev reported that the department has been tasked with objectives set out in the Address to the People of Kazakhstan and at the expanded government meeting.
MANUFACTURING INDUSTRY INDICATORS
According to the ministry, in 2025 the volume of production in the manufacturing industry increased by 6.4%. Growth was recorded in metallurgy (1.2%), mechanical engineering (12.9%), the chemical industry (9.8%), the production of construction materials (9.7%), and rubber and plastic products (7.6%).
A total of 190 projects worth approximately 1.5 trillion tenge were launched. Over 22,000 permanent jobs were created.
The Register of Kazakh Producers was launched, which includes over 800 companies. Additionally, three special economic zones were created — SEZ "Aktobe", SEZ "Atyrau", and SEZ "Korkyt Ata". A total of 13 investment agreements were signed.
HOUSING COMMISSIONING AND REGULATORY CHANGES
In the construction sector, against a planned target of 19.2 million square metres, 20.1 million square metres of housing were commissioned, amounting to more than 185,000 homes. The physical volume index stood at 105.1%.
In 2025, a new Construction Code was adopted, which regulates the legal framework of the industry.
SUBSOIL USE AND GEOLOGICAL EXPLORATION
In the sphere of subsoil use, a new Subsoil Code was adopted. A total of 17 deposits were placed on the state register, including Kok-Zhon, Altyn-Shoko, Samonbet, Studenchesky, and Takyry-Kaldzhir.
As part of creating maps at a scale of 1:50,000, it is planned to study 100,000 square kilometres of territory this year, with a subsequent annual increase of 30,000 square kilometres. New mapping requirements have been approved, and 20 project and estimate documents have been developed.
DIGITALISATION OF SERVICES
The Unified Subsoil Use Platform is operational, where 22 government services are available, including electronic auctions and online payment of subscription bonuses.
According to the ministry, over 700 licences have been issued, and approximately 4.6 million geological reports have been digitised.
