Former police officers convicted of criminal offences in Zhambyl Region

The former deputy head of the police department of the Zhambyl region, Zhaidarbek Kuttybaev, and the former head of the police department of the Talas district, Yerken Abaev, have been found guilty and sentenced to imprisonment. Both have also been permanently banned from working in the civil service and several other structures.

WHAT DECISION DID THE COURT REACH

As reported by Orda.kz, a former police officer, Darkhan Ualiev, has been recognised as the victim in the case. The state prosecutor requested a sentence of six years' imprisonment for Zhaidarbek Kuttybaev and five years for Yerken Abaev. The court agreed with these demands and additionally imposed a lifetime ban on both working in state bodies.

UNDER WHICH ARTICLES WERE THE EX-POLICE OFFICERS CONVICTED

Zhaidarbek Kuttybaev was found guilty under items 1 and 2 of part 3 of article 190 of the Criminal Code of the Republic of Kazakhstan ("Fraud committed on a large scale, using the official position of a public official").

Yerken Abaev was found guilty under part 5 of article 28 of the Criminal Code of the Republic of Kazakhstan ("Types of accomplices in a criminal offence") and part 2 of article 367 of the Criminal Code of the Republic of Kazakhstan ("Giving a bribe of a significant size").

WHAT RESTRICTIONS DID THE COURT IMPOSE

The court permanently banned both convicts from holding positions in the civil service, law enforcement agencies, local self-government bodies, financial organisations, control and supervisory bodies, as well as in state and quasi-state structures.

HOW THE CASE PREVIOUSLY DEVELOPED

In September 2025, it became known that an investigation was being conducted regarding Zhaidarbek Kuttybaev. Editorial sources linked this to personnel decisions concerning police officer Darkhan Ualiev.

According to the case materials, Ualiev filed a complaint against Yerken Abaev and his supervisor Zhaidarbek Kuttybaev. According to the investigation, it was Abaev who contacted the deputy head of the regional police to resolve the issue at hand. The publication also noted that correspondence was conducted between Abaev and Ualiev, and that Kuttybaev himself did not directly feature in this dialogue.

Following the investigation, Zhaidarbek Kuttybaev was suspended from his post and subsequently detained. The materials also reported that Yerken Abaev was wanted at that time.
