Genghis Arinov has been appointed akim of the Almaty Region, succeeding Marat Sultangaziyev, who had led the region since June 2022. Prior to his appointment, Arinov served as Minister for Emergency Situations.
WHAT IS KNOWN
President Kassym-Jomart Tokayev offered deputies of the Almaty Region maslikhats two candidates for the post of regional akim — Genghis Arinov and Deputy Akim of the region Gani Mailybayev.
A total of 178 deputies took part in the meeting. Following the open vote, Arinov received 83% of the votes, after which he was appointed akim of the Almaty Region by a corresponding Presidential Decree.
WHAT THE PRIME MINISTER SAID
Prime Minister Olzhas Bektenov and Head of the Presidential Administration Roman Sklyar took part in the meeting of deputies and a gathering with the region's leadership. Bektenov also thanked Marat Sultangaziyev for his work on the region's socio-economic development.
At the meeting, a number of priority areas were set out for the region's new leadership. These include the development of social, engineering, energy and water infrastructure, improving the accessibility of utility services and reducing the infrastructure gap between urban and rural areas.
WHAT TASKS WERE SET FOR THE REGION
Particular attention was paid to the construction and modernisation of healthcare facilities. The statement mentions the construction of a perinatal centre and polyclinic in the Karassay District, the modernisation of the infectious diseases hospital in Kaskelen and the maternity unit in the Ili District.
Tasks were also outlined for modernising water, heat and electricity supply systems, developing irrigated agriculture and water-saving technologies, repairing roads, attracting investment, and developing industry, tourism and small and medium-sized businesses.
To monitor the targeted and efficient use of funds, the digital tenge mechanism is to be employed. In addition, the authorities instructed that priority be given to engaging local construction companies and using Kazakhstani materials and equipment in the implementation of large-scale construction projects.
WHAT IS KNOWN ABOUT THE NEW AKIM
Genghis Arinov was born on 29 October 1983. From 2006 to 2022, Arinov served in various officer and leadership positions in the State Security Service. He then held the post of Deputy Head of the Service and headed the Security Service of the President of Kazakhstan. Since February 2024, he had worked as Minister for Emergency Situations.
CONTEXT
The day before, on 3 September, the President approved the updated composition of Kazakhstan's Government. Most members of the Cabinet retained their positions, but the heads of four ministries were replaced. The Government continues to be led by Olzhas Bektenov.
