Ex-mayor of Aktobe sentenced to 3 years in prison for fraud

In Aktobe, a court found the former head of the city akim’s apparatus, Nursultan Isembayuly, guilty of fraud and sentenced him to three years in prison. After the verdict was announced, he was taken into custody in the courtroom. The court also partially satisfied the civil claim and ordered additional payments.

COURT DECISION

According to the Kazinform news agency, Nursultan Isembayuly was found guilty under paragraph 2 of part 3 of Article 190 of the Criminal Code of the Republic of Kazakhstan (“Fraud”).

The court sentenced him to 3 years’ imprisonment to be served in a medium-security correctional facility.

The court also ordered the recovery of 3 million tenge in material damages in favour of the victim and 1.5 million tenge in favour of the legal representative. Additionally, the convicted person is banned from working in the civil service for life.

The verdict has not yet entered into force; the parties may appeal it.

PREVIOUS COURT DECISIONS

The case against the former official was brought to court in December 2024.

According to the case materials, in 2022, S. Sabirova intended to obtain a land plot for commercial purposes and contacted an acquaintance, B. Olzhagereyev. At that time, he held the position of deputy head of the Centre for Effective Development of the city of Aktobe and stated that he had passed the matter to Nursultan Isembayuly, who allegedly requested 3 million tenge.

However, in April 2025, Nursultan Isembayuly was acquitted by the court. In March 2026, local media reported that the prosecutor’s office had challenged the first-instance court decision which found him not guilty.
