Kurultai deputies will not be able to use speeches at sessions and working platforms for personal or other appeals not related to their parliamentary powers. At the same time, requirements for behaviour and the dissemination of information have been established for parliamentarians.
WHAT RESTRICTIONS HAVE APPEARED
As Deputy Chair of the Kurultai Daniya Yespayeva said, violations of parliamentary ethics include unfounded remarks addressed to speakers, insults affecting the honour and dignity of deputies and other people, as well as inappropriate behaviour in the Kurultai and beyond it.
Separately, liability is provided for giving journalists unverified or inaccurate information. According to Yespayeva, a deputy must disseminate verified information.
WHAT IS THREATENED FOR INACCURATE INFORMATION
If a deputy intentionally or through negligence disseminates inaccurate information, they must publicly apologise to the people, organisations or state bodies whose honour and interests were affected.
In addition to public apologies, violations of parliamentary ethics carry censure, a ban on speaking at one or three sessions, removal from one or three sessions, as well as deprivation of pay for one day.
WHY PERSONAL APPEALS WERE RESTRICTED
Deputy Snezhanna Imasheva spoke about the restrictions enshrined in paragraph 274 of the rules of procedure. Deputies must observe a high culture of behaviour, not call for unlawful or violent actions and not obstruct the normal work of the Kurultai.
In addition, they are prohibited from using speeches at sessions and working platforms for personal or other appeals not related to their parliamentary powers.
According to her, previously there was no such norm in the rules of procedure of Parliament. It was decided to enshrine it in light of accumulated experience.
CONTEXT
In 2025, Mazhilis deputy Ardak Nazarov used the parliamentary tribune to congratulate his mother on her 70th birthday. After the congratulations, he announced a parliamentary request.
Such an episode caused criticism: social media users discussed how appropriate it is to use plenary session time for personal appeals.
