Access for entrepreneurs to commercial spaces in airports in Kazakhstan is now regulated by uniform competitive conditions. Changes have been made to the rules governing commercial activities within airport territories following a directive from the Supreme Audit Chamber (SAC).

WHAT CHANGES HAVE BEEN MADE

According to the SAC, the need to amend the rules was identified during an audit of the efficiency of state resource use in the city of Astana.

Following the audit results, the SAC instructed the Ministry of Transport to amend the rules for access and provision of services in airport (aerodrome) territories not related to airport operations.

Now, rental spaces for catering facilities, as well as vending machines for food products and luggage packaging, are allocated exclusively on a competitive basis.

WHY THE RULES WERE CHANGED

As the SAC notes, the competitive process for allocating spaces is aimed at creating transparent and equal conditions for all potential tenants.

It is noted that this mechanism should also reduce the risks of unjustified selection of service providers and increase the efficiency of using airport property.

WHAT CONSEQUENCES HAVE BEEN IDENTIFIED

Selecting the most advantageous proposals during the competitive tender will allow airports to increase their own income from leasing property.

The Chamber also reported that the implementation of other instructions and recommendations made following the audit remains under supervision.
