In Astana, «Kok-Cola Almaty Bottlers» LLP has been held administratively liable for violating requirements when connecting to the gas infrastructure. The situation drew attention due to an attempt to connect to a social gas pipeline intended for the population.
WHAT THE INSPECTION REVEALED
As reported by journalist Mikhail Kozachkov in his Telegram channel «Kozachkov offside», the violation was identified after an inspection of the enterprise's connection to gas networks. It was established that the main construction work was carried out before receiving a positive conclusion from the state expert examination and without a full package of permitting documents.
It was precisely these actions that served as the basis for bringing the company to account under Article 463 of the Code of Administrative Offences of the Republic of Kazakhstan («Violation of legislation in the field of architectural, urban planning and construction activities»).
ATTEMPT TO CONNECT TO SOCIAL GAS
The enterprise planned to connect to a gas pipeline intended for the population and operating under a social tariff. Such infrastructure is created, among other things, to provide private homes and social facilities with affordable fuel.
Several operators are involved in gas distribution in the capital, including «QazaqJylu» LLP and the national company «QazaqGaz Aimaq», with social gas pipelines primarily oriented towards the needs of residents.
WHY THIS RAISED QUESTIONS
Experts note that connecting a large industrial facility to the social gas network could affect the pressure in the system. The article states that the consumption of a single plant is comparable to the volume of gas estimated for approximately 1000–1200 private homes.
At the same time, the documents state that technical conditions for connection to such networks were issued not only to the specified company but also to other enterprises. The materials do not clarify on what basis these decisions were made.
