Court enforcement officers in Kazakhstan have been granted the right to request information about the income of alimony debtors from digital platforms and gambling business operators. The authorities are also working on additional ways to identify citizens' earnings.
HOW DEBTORS' INCOMES WILL BE TRACED
As reported by Atameken Business, Prime Minister Olzhas Bektenov responded to a parliamentary request on the recovery of alimony and support for families with children. In his response, he set out the government's position on these matters.
Currently, court enforcement officers use the automated information system of enforcement proceedings bodies (AIS EPO). It is linked to state databases, banks and other organisations.
The system makes it possible to obtain information about debtors' employment, their employers and current employment relationships.
WHICH INCOME SOURCES WILL BE CHECKED
Court enforcement officers have already been granted the right to request information from internet platform operators, platform employment services and gambling business operators.
In addition, the government is working on integrating data on income from passenger transport, delivery services, gambling and electronic money transactions.
As a result, checks will be able to cover not only official employment but also earnings through digital services. However, the timelines for introducing the new integrations have not been specified.
WHY PENALTIES WERE NOT TIGHTENED
The government also considered the issue of strengthening liability for non-payment of alimony, but did not support further toughening of penalties.
The Cabinet believes that increasing prison terms in itself does not guarantee repayment of debts to children.
