Pavlodar Region Prosecutor's Office has identified undeclared income totalling 535.6 million tenge among private bailiffs (PBs). Out of 73 PBs inspected, violations of tax discipline were established in 53.
WHAT THE INSPECTION REVEALED
An analysis of tax discipline among private bailiffs revealed facts of undeclared income. Following the prosecutor's office's intervention, 535.6 million tenge was voluntarily declared.
Based on the results of desk control, more than 53 million tenge in individual income tax (IIT) was assessed and paid to the budget.
WHAT AMOUNTS WERE RECOVERED
In addition to tax assessments, 10.2 million tenge in penalties was recovered for late payment of taxes.
Thus, the identified violations led to additional declaration of income and the receipt of taxes and penalties into the budget.
WHAT WILL HAPPEN TO THE PBs
With regard to PBs that have not remedied the identified violations, the question of conducting tax audits is being considered.
The prosecutor's office reported that work to ensure the completeness and timeliness of tax payments continues.
CONTEXT
Recall that from March 2026, a new procedure for distributing enforcement documents among PBs is in effect in Kazakhstan. Cases are assigned automatically through the State Automated Information System of Enforcement Proceedings (SAIS EP) within the relevant region.
At the same time, the procedure for changing a bailiff has changed: if a creditor wishes to transfer a case to another PB, the application is considered by the disciplinary commission of the regional chamber. Furthermore, heads of regional chambers are given the possibility to suspend the distribution of cases in their name for the period of performing administrative functions.
