Since the start of 2026, the Ministry of Water Resources and Irrigation has moved the process of concluding contracts for the supply of irrigation water with farmers into an electronic format. As of today, the RSE "Kazvodkhoz" has registered 26,527 electronic agreements with farmers.
HOW THE DIGITALISATION OF CONTRACTS IS PROGRESSING
The transfer of the contract conclusion procedure to electronic format has been underway since the beginning of 2026. Electronic agreements are processed through a billing system developed by the department.
In total, RSE "Kazvodkhoz" has concluded 26,527 contracts for water supply. The largest number of agreements fell to the Turkestan branch — 10,568. The branch for the Zhetysu Region registered 7,633 contracts, the Zhambyl branch — 3,480, and "Big Almaty Canal named after D. Konayev" — 2,553.
IN WHICH REGIONS ELECTRONIC AGREEMENTS HAVE BEEN CONCLUDED
In the Kyzylorda Region there are 979 electronic contracts registered. In the East Kazakhstan Region (EKR) there are 744 agreements concluded, in the Abay Region — 440, in the West Kazakhstan Region (WKR) — 56, in the Karaganda Region — 33.
Furthermore, the "Canal named after K. Satpayev" branch concluded 41 electronic contracts for water supply through canals.
WHAT THE BILLING SYSTEM INCLUDES
First Vice-Minister of Water Resources and Irrigation Nurlan Aldamzharov stated that the billing system being introduced covers the entire water supply cycle.
According to him, the system allows for submitting applications, concluding contracts, keeping accurate records of actual water consumption, and making subsequent payments. It also helps to eliminate discrepancies in data, optimise administrative processes, minimise the influence of the human factor, and ensure objectivity in the distribution of water resources and calculations for water use.
