Kazakhstan has concluded the examination of one of the largest cases involving the illegal registration of vehicles. The court found former employees of specialised service centres (SpetsTsONs) and their accomplices guilty of registering hundreds of lorries with forged documents over several years. The case has become exemplary due to the scale of the damage and the number of civil servants involved.
HOW THE SCHEME IN THE ALMATY REGION WORKED
According to court materials, in 2020–2021, at the Karassai specialised public service centre, 904 lorries were illegally registered, reports Informburo.kz.
To achieve this, forged documents were used, and the vehicle details were falsely entered into state databases. According to the verdict, mandatory fees and payments were only handled on paper.
The court assessed the damage to the state from this episode at 5.6 billion tenge.
A SIMILAR PRACTICE IN THE ZHETYSU REGION
The investigation established that a comparable scheme continued in 2022–2023 within the Zhetysu region.
There, according to the court, a further 481 vehicles were illegally registered, resulting in damages of 3.7 billion tenge. Those implicated in the case include employees of the specialised service centres, representatives of the administrative police, and intermediaries who facilitated the registration in exchange for monetary compensation.
THE COURT'S DECISION AND SENTENCES
The court found all 21 defendants guilty. Depending on their role and degree of involvement, they were sentenced to between 2 and 12 years' imprisonment.
The verdict has not yet come into force.
