In Kazakhstan, since the beginning of 2026, the smuggling of over 190,000 tonnes of petrol with a shadow turnover of more than 37.2 billion tenge has been uncovered. At the same time, law enforcement agencies have prevented 712 attempts to illegally export fuel and lubricants through road customs checkpoints.

WHAT RESULTS HAVE BEEN RECORDED

During the moratorium introduced by the Ministry of Energy on the export of fuel and lubricants, 6 illegal channels for exporting fuel outside the country have been shut down. Law enforcement agencies have seized more than 1,500 tonnes of fuel and lubricants.

Since the beginning of the year, 8 criminal cases have been registered. These include cases of illegal processing of 28,500 tonnes of unaccounted oil, as well as the smuggling of over 190,000 tonnes of petrol. The shadow turnover from these incidents has exceeded 37.2 billion tenge.

HOW FUEL EXPORT SCHEMES ARE DETECTED

Under the remit of the Ministry of Internal Affairs (MIA), schemes for exporting fuel using modified vehicles are being identified and prevented. Inspections are also being carried out at service stations where additional fuel tanks may be installed.

In the Zhambyl Region, from the end of April to mid-June, 73 cases of illegal installation of additional fuel tanks and gas cylinder equipment were recorded. In the village of Korday, 16 service stations were inspected, after which appropriate measures were taken against 6 owners.

WHAT INSPECTIONS IS THE AFM CONDUCTING

Under the remit of the Agency for Financial Monitoring (AFM), measures are being taken to identify forged documents in the export of oil refining products.

Since the beginning of the year, 57 activities have been carried out involving the sampling of petroleum products, as well as inspections of oil refining facilities.

WHAT DOES OPERATION "PERETOK" INVOLVE

As part of the interagency operation "Peretok", the AFM, together with the MIA and the Border Service of the National Security Committee (BS NSC), have prevented 712 attempts to export fuel and lubricants at road customs checkpoints.

It is noted that the measures being taken are aimed at preventing a shortage of petroleum products and ensuring a stable supply for consumers on the domestic market. The authorised bodies continue to work in this direction.
