In 2025, approximately 3,600 bitcoins were mined through mining pools in Kazakhstan. Compared with 2023, the volume of mining increased 4-fold. At the same time, the National Bank is developing rules for the use of Kazakhstani stablecoins for payment for goods and services.

WHAT IS KNOWN

According to Vice-Minister of Artificial Intelligence and Digital Development Gizzat Baitursynov, in 2025 Kazakhstani mining pools mined about 3,600 BTC. Converted at the current exchange rate, the total value of such a volume is about KZT 127.9 billion.

As Gizzat Baitursynov noted, over two years the volume of bitcoin mining through mining pools increased fourfold.

At the same time, budget revenues grew. In 2023, the industry brought in KZT 9 billion in taxes, and in 2025KZT 22.4 billion. Thus, the figure increased 2.5-fold.

HOW THE RULES CHANGED

Over the past two years, legislation in the field of digital assets has been substantially updated. In particular, miners were relieved of the obligation to sell 75% of mined assets through the exchanges of the Astana International Financial Centre (AIFC) and the restriction to engage in only one type of activity.

In addition, the legislation permitted the use of container solutions for mining.

WHAT IS KNOWN ABOUT THE DEVELOPMENT OF THE INDUSTRY

Prime Minister Olzhas Bektenov noted that state policy in the field of mining should focus not only on increasing capacity, but also on controlling energy consumption, transparent taxation and integrating the industry into the global digital economy. According to him, following the results of 2025, Kazakhstan entered the top 10 countries in the world by share of participation in global bitcoin mining.

The government has been instructed to develop additional measures for the development of a full-fledged digital mining industry. It is expected to include an exchange, digital instruments, tokenisation, asset storage and payment solutions.

Separately, the Ministry of Energy, together with the Ministry of Artificial Intelligence, has been instructed to work out a mechanism for using gas and coal generation to support the operation of mining centres.

HOW DIGITAL ASSETS MAY BE USED FOR PAYMENT

The National Bank is preparing rules that will allow stablecoins issued in Kazakhstan to be used for payment for goods and services. The regulator's plans were described by National Bank Chairman Timur Suleimenov.

This is not about paying for goods directly with bitcoins. The Kazakhstani stablecoin should be a digital asset pegged to the value of an ordinary currency. Such digital assets could be used not only for payment for goods and services, but also for export-import operations and cross-border transfers.

The National Bank expects that the mechanism will speed up settlements and reduce business costs.
