In Almaty, since the beginning of 2026, 3,125 flats from the municipal housing stock have been inspected and 172 instances of illegal transfer of housing to third parties have been identified. In 114 cases the flats have already been vacated, and pre-trial claims have been sent in a further 58.
WHAT VIOLATIONS WERE IDENTIFIED
According to the Almaty akimat, monitoring of the intended use of municipal rented housing was carried out by staff of the municipal infrastructure department and the housing inspectorate. The inspections covered Nauryzbai, Alatau, Medeu and Turксиб districts.
Among the violations identified are subletting of flats, residence of persons not specified in the tenancy agreements, and failure to meet rent payment obligations.
WHAT THE LAW PROVIDES
Under paragraph 3 of Article 24 of the Law of the Republic of Kazakhstan "On Housing Relations", tenants of housing provided by a local executive body are not entitled to move in subtenants or temporary residents.
Transferring such flats for subletting or to third parties serves as grounds for terminating the tenancy agreement. At the same time, no information is provided on the number of agreements terminated following the current inspections.
TO WHOM THE VACATED FLATS WILL BE TRANSFERRED
Repair and restoration work is currently being carried out in the vacated flats. After its completion, the akimat intends to provide the housing to citizens from socially vulnerable categories who are registered as needing rented housing.
