It has been revealed which companies have won tenders for flood prevention measures, and how much funding has been allocated for this in various regions.
According to the Telegram channel «Shishkin_like», in Uralsk, where a state of emergency was declared on 26 March, water pumping is being carried out by «Zhailyk Taza Kala» LLP. The company won a tender for the maintenance of the street and road network and sanitary cleaning of the city for 2023-2024. The planned contract amount was 5.9 billion tenge, with the actual amount being 1.8 billion tenge. The founder of the LLP is the former deputy of the Uralsk city maslikhat, Tuararbek Tlemisov, who currently sits in the maslikhat of the West Kazakhstan Region. It is reported that since 2015, his company has paid 3.2 billion tenge into the budget, of which 552 million tenge was paid in 2023.
In addition, the Department for Emergency Situations of the West Kazakhstan Region signed a contract with the Kostanay-based company «ERA BVR» for blasting operations on rivers to prevent ice jams. For this, 35 million tenge was allocated. The founder of the company is Zhumabai Kulpatshaev. Since 2021, «ERA BVR» has paid 104 million tenge in taxes, of which 67 million tenge was paid in 2023.
At the same time, the West Kazakhstan Department for Emergency Situations allocated 5.8 million tenge for satellite monitoring services for floods and fires. The monitoring is carried out by the national company «Qazaqstan Gharysh Sapary».
Snow removal in Arkalyk, Kostanay Region, where a state of emergency was declared on 28 March, is being handled this year by the company «KomJolStroy» and «Tazartu – Arkalyk» LLP. The co-founder of the latter is the former deputy of the Kostanay Regional maslikhat, Abai Mukanov. He owns the company through «Aluminstroy» LLP. «Tazartu – Arkalyk» has over fifty contracts for landscaping, cleaning, and waste removal worth 54 million tenge. Of these, 8.8 million tenge is for snow removal this year.
The other company, «KomJolStroy», has two contracts until the end of the year – for 27 million tenge and 18 million tenge. The founder is listed as Zhanna Beisekeeva. Since 2017, her company has paid 128 million tenge in taxes, of which 29.9 million tenge was paid in 2023. At the same time, in early March, the akimat of Arkalyk signed contracts for emergency snow removal with IE «Aman» for 4.8 million tenge and IE «Barakat» for 2.6 million tenge.
In Semey, the akimat signed a contract for street snow clearing with «Semey tazalyk» LLP for 1.2 billion tenge. The founders of the company are Nurzhan Daniyalov and Bekzhan Kapyshev. The company’s taxes since 2015 have amounted to 507 million tenge, of which 156 million was paid in 2023.
In Aktobe, which has also declared a state of emergency due to floods, several suppliers are engaged in combating the water element. For flood prevention measures in the Almaty district, 107 million tenge was allocated, and in the Astana district, 71 million tenge. The winner of the tenders is ZNS Group, whose founder is Gaukhar Shinbaeva. The tax report showed 175 million tenge since 2016, of which 72 million tenge was paid in 2023.
Furthermore, journalists discovered two tenders for the pumping of wastewater and stormwater totalling 25 million tenge. This work will be carried out by MN Construction. Its founder is Mirambek Zhumagaliev. Since 2015, the company has paid 29 million tenge in taxes, of which 873 thousand tenge was paid in 2023.
