What is known about the clinic that received money for deceased children and pseudo-patients

The FBRC editorial team has gathered some information about a private clinic in Astana that received more than 100 million tenge by adding 'dead souls' to its list of patients.

Earlier, the Social Health Insurance Fund (SHIF) discovered that the capital's clinic had 'added' 16,000 citizens to its patient list, 13,000 of whom were children. Individuals were enrolled without their knowledge. Furthermore, it emerged that the clinic had 'provided' medical services to children who had died 5-10 years ago.

It was noted that a court case is currently underway in the specialised economic court of Astana between the SHIF and an unnamed capital clinic regarding the repayment of the illegally obtained sum. We believe this refers to the 'Tumar Clinic'.

In February 2024, the LLP 'Tumar Clinic' filed a lawsuit against the Social Health Insurance Fund seeking to have the conclusion on the monitoring of the quality and volume of medical services declared invalid and overturned. The SHIF, in turn, filed a counterclaim with the court to recover the sum from 'Tumar Clinic'.

Notably, according to official data, the LLP 'Tumar Clinic' specialises in dental activities. However, the clinic describes itself as a medical centre with a wide range of services.

In November 2023, the LLP 'Tumar Clinic' entered into a contract for the provision of periodic medical examinations of staff with the Centre for Sanitary and Epidemiological Expertise of the Presidential Administration's medical centre for the sum of 490,000 tenge.

During the same period, a similar contract was signed with the Department of the Specialised Security Service of Astana of the Ministry of Internal Affairs of the Republic of Kazakhstan for the sum of 1.4 million tenge. Another similar contract for 490,000 tenge was signed by 'Tumar Clinic' in January 2024 with the City Infectious Diseases Centre of the capital.

The LLP 'Tumar Clinic' has been registered since June 2020. The company's founder is a certain Darkhan Nurlibekov, who also owns the dental clinics 'Lyuka Dent', 'Dostar Dent', 'Baby Dental Care', 'Yerzhigit Stom' and LLP 'Central Dentistry of the City of Astana'.

Since 13 March 2024, 'Tumar Clinic' has had a ban on registration and notarial actions. The clinic's bank accounts are also frozen. Therefore, we assume that this private capital clinic is the 'protagonist' of the scandal involving obtaining money by attaching deceased children and relocated citizens to its list.
