Virtual Minister of Albania has acquired 83 "children"

The Prime Minister of Albania Edi Rama has introduced a new initiative to incorporate artificial intelligence into public administration, stating that the virtual minister Diella — created using artificial intelligence (AI) — is "pregnant" with 83 digital assistants.

According to Liter.kz, Rama said the digital assistants will serve as the "ears and eyes" of the legislative body, monitoring the agenda, speeches and the dynamics of debates.

"We took a big risk by bringing Diella here, and it worked out. Now she has 83 children," the prime minister joked while speaking at the Global Dialogue (BGD) conference in Berlin.

Diella is positioned as the world's first artificial intelligence model appointed to the role of minister, responsible for public procurement and digital transparency. According to Rama, the aim of implementing the system is to create "a 100% incorruptible mechanism", where the influence of the human factor and corruption risks are minimised.

However, the initiative has sparked mixed reactions within the country. Albania's President Bajram Begaj refused to approve Diella as part of the government, citing the lack of a legal framework allowing artificial intelligence to hold a ministerial post.

Despite this, Rama's cabinet continues to use the model on a trial basis, and its "digital children" are already being trained on real data from parliamentary sessions.

It will be recalled that in September, Albania became the first country in the world where a ministerial post was occupied by a virtual entity developed using artificial intelligence technologies. The new minister was named Diella (translated from Albanian as "sun") and oversees the area of public procurement.

She is already known to the country's citizens, as she is responsible for the operation of the national digital platform e-Albania, which provides the population with access to nearly all government services online.
