The Prosecutor’s Office of Burabay District identified violations in the organisation of school meals at the secondary school named after S. Seifullin in the village of Burabay. The supplier provided false information about its qualifications and effectively transferred the execution of the contract to a third party. The contract has been terminated, and officials have been held accountable.
WHAT THE INSPECTION REVEALED
The Prosecutor’s Office of Burabay District established that the school meals service supplier, recognised as the winner of the competition, submitted false information about its qualifications. The documents listed cooks and other workers who were not actually employed by them.
After winning the competition, the supplier did not provide the services themselves, delegating the obligations to a third party not granted the relevant authority. This party recruited individuals who abused alcohol and had previously been deprived of parental rights on these grounds.
ROLE OF THE SCHOOL ADMINISTRATION
According to the prosecutor’s office, the administration of the secondary school named after S. Seifullin allowed the supplier to organise meals without proper verification of their compliance with qualification requirements. The supervisory authority stated that such actions posed a potential threat to the life and health of minors.
MEASURES TAKEN
Following a submission from the prosecutor’s office, the contract with the supplier has been terminated. A lawsuit has been filed in court to declare them an unscrupulous participant in public procurement.
It has also been reported that the school principal has been dismissed from their post, and the members of the competition commission and an employee of the district education department have been held disciplinarily accountable.
