Residents of the village of Kemertogan, located near Almaty, have complained about interruptions to their water supply. According to them, the central system is heavily worn out and cannot cope with the increased demand.
As reported by Informburo.kz, some streets receive no water at all.
“Residents are forced to stock up on water in advance, planning for household needs such as laundry, hygiene, and cooking. Many resort to buying water or fetching it from other sources. The situation clearly shows that the engineering infrastructure does not match the pace of population growth,” the villagers say.
According to the regional akimat, at the beginning of 2024, 3,915 people were registered in Kemertogan, but the village actually has 10,000 residents. Development is taking place in the northern part of the settlement, yet utility infrastructure is often absent, and residents lay the networks themselves.
Water in the village is supplied by three companies registered with the Department of the Committee for the Regulation of Natural Monopolies (DCRNM). The akimat reported that design and estimate documentation is currently being developed for the first phase of the water supply system’s modernisation.
“The designer is Redline Pro LLP. As part of the project, we plan to cover the western and north-western parts of the village. After receiving a positive expert opinion, a budget request will be submitted to the regional department of energy and housing and communal services. Additionally, we are analysing residents’ appeals to possibly expand the project scope,” the akimat explained.
Meanwhile, in the north-eastern part of the village, plans are underway to install a water tower and drill a well. The documentation is already prepared, and implementation is promised to begin in 2025.
The authorities clarified that the state has bought out the former private water supply system. It is now serviced by the municipal institution “Tausamaly Qyzmet”, which has also been given the local electricity supply system.
It has become known that 10 private electricity networks operate in Kemertogan. Most of them are not registered as subjects of natural monopolies, complicating oversight and modernisation. For the preparation of a project to reconstruct the networks, 6.6 million tenge has already been allocated. The work is being carried out by Al-sad-LTD LLP, with completion planned by the end of August.
The akimat also reported that it is conducting explanatory work with the network owners. Three entrepreneurs have already expressed readiness to transfer the electricity networks to municipal ownership. Before this, they must bring the equipment into compliance with building standards.
