Unscrupulous contractor from Sayran is taking on new billion-tenge orders in Almaty

In Almaty, the contractor who botched the reconstruction of the Sayran Reservoir continues to take on multi-billion tenge city improvement contracts.

According to Bes.media, this concerns Pavlodar River Port JSC, which was deemed an unscrupulous contractor by the court. Despite this, the company is carrying out two major contracts: the reconstruction of the Bolshaya Almatinka embankment and the major repair of the Great Almaty Canal.

The Almaty Akimat stated that the work is proceeding according to the approved schedule. In the event of further failure, they have promised to add the contractor to the register of unscrupulous procurement participants and to recover a penalty — 0.1% of the contract amount for each day of delay.

However, the court experience with the Sayran project shows that the fines remain incomparable to the contract value. With the cost of reconstructing the lake at over 12 billion tenge, the amount of penalty recovered was only 23.1 million tenge, plus 700 thousand tenge in legal costs.

The value of the current contracts is significantly higher. The major repair of the Great Almaty Canal will cost 12.11 billion tenge including VAT, with a completion period of 15 months from the date the contract is signed (June 2025).

The work on improving the Bolshaya Almatinka embankment, costing 7.99 billion tenge including VAT, is planned for completion by 30 March 2026.
