In the Mangystau Region, police are investigating cases of unlawful harassment of citizens, reported via social networks and other communication channels. The cases involve the actions of former acquaintances who, despite prohibitions, attempted to make contact and stalked the victims.
HOW THE CONFLICT DEVELOPED
According to Polisia.kz, the first case was registered on 13 January 2026, when a female citizen born in 1987 appealed to the police department of the Mangystau Region via «e-otinish». According to her statement, a former acquaintance, with whom she had been in a relationship since December 2022, continued to harass her after their breakup in 2025.
Earlier, in April 2025, the suspect had already been held accountable for petty hooliganism with a fine imposed. In May 2025, based on another statement from the victim, he was subjected to arrest for a term of 15 days for an offence in the sphere of family and domestic relations. The case files record that the unlawful harassment continued until July 2025.
THE SECOND CASE OF HARASSMENT
On 3 February 2026, another female resident of the Mangystau Region appealed to the police department of the city of Aktau. According to her statement, since October 2024, a former acquaintance had repeatedly called from various phone numbers, attempted to make contact against her will, came to her place of residence, her workplace and entertainment venues. According to the victim, the number of calls amounted to around 300.
A protective order had previously been issued against the suspect, and he was placed under preventive supervision, but did not stop the harassment. Consequently, an administrative protocol was drawn up, and the citizen was temporarily placed in the temporary detention facility of the police department of the city of Aktau.
WHAT THE PARTICIPANTS FACE
The cases are being examined under the Criminal Code under the article on unlawful harassment. The case files note that the pre-trial investigation is ongoing.
Earlier in Semey, the country's first verdict was handed down in a stalking case — a local resident had long tracked the private life of the victim, unlawfully intruded into her personal space and exerted psychological pressure.
