Theft of £1 billion from water facilities: details

The Financial Monitoring Agency (FMA) has commented on the theft of 1 billion tenge of budget funds allocated for the construction of hydraulic structures.

According to zakon.kz, Deputy Chairman of the FMA Zhenis Yelemesov stated that four criminal cases have been opened regarding the embezzlement of funds allocated for the construction of hydraulic structures in the Ulytau region, Aktobe region, Almaty, and Kyzylorda.

It is reported that most of the cases relate to the embezzlement of funds, with one case concerning the illegal maintenance of dams.

"If we take the total amount of embezzlement, it is about 1 billion tenge. But this is not the money that was allocated – 140 billion tenge; this is money that was allocated previously for the maintenance of hydraulic structures on the territory of Kazakhstan. As for the money that has now been allocated (140 billion tenge), we, within the framework of our authority, will necessarily carry out the appropriate operational-search activities, financial monitoring, and tracking to ensure this does not happen again," explained Zhenis Yelemesov.

According to the Deputy Chairman, the suspects in the criminal cases are entrepreneurs who won tenders and officials involved in signing the certificates of completed work.

Recall that the embezzlement of money was identified after the Chairman of the FMA, Dmitry Malakhov, ordered a check on the spending of funds intended for the construction of hydraulic structures.
