Members of the Ethics Council recommended dismissing the akim of the Kalkaman rural district of the Pavlodar region, Tіleuғali Kendebay, for driving while intoxicated.
According to the Kazinform News Agency, on 26 October the police detained the akim in a service vehicle in Aksu. The man was in a state of alcohol intoxication and, after a medical examination, was immediately taken to court. At the hearing, Kendebay admitted that he had been drinking vodka.
The Aksu City Court found the official guilty and sentenced him to 15 days of arrest, and also revoked his driving licence for 7 years. In addition, an investigation was launched by the Department for Civil Service Affairs.
Immediately after the akim was released from custody, the Ethics Council held a meeting, at which the rural akim was not very talkative.
“I have no desire to justify myself. I fully admit everything. I have nothing more to say”, replied Tileugali Kendebay.
As a result, the members of the Ethics Council reached a unanimous decision and recommended that the official be removed from his post.
For context, in September of last year, Aktobe maslikhat deputy Saniya Muratova violated traffic rules by driving a Lexus while intoxicated. Police officers stopped the 53-year-old woman's car and smelled alcohol when checking her documents. A test also confirmed that she was indeed in a state of alcohol intoxication.
Later, the administrative case against Muratova was heard in court without the defendant present. As a result, the woman had her driving licence revoked for 7 years, and later received 15 days of administrative arrest and lost her deputy mandate. Incidentally, in October of this year, it became known that Muratova had been appointed a member of the public council of the Aktobe region.
In November of the same year, the akim of the Novoilinovsky rural district of the Kostanay region, Makash Taymasov, became known to internet users due to a scandalous video. The footage showed Taymasov trying to buy alcohol after 23:00, and, being refused, he swore abusively at the shop assistant.
Later, the akim appeared before the Ethics Council. The official explained that the foul language was not directed at the shop assistant, but was only used as filler words. However, the council members were not convinced by such arguments. As a result, Makash Taymasov was dismissed.
In October of this year, in the West Kazakhstan Region, the akim of the Zhanabulak rural district of the Akzhaik district, Zhambyl Dabyskaliyev, received a reprimand for foul language directed at a local resident.
