The Ministry of Digital Development, Innovation and Aerospace Industry has prepared a draft proposal under which mobile operators will be able to install base stations on the roofs of apartment buildings without the consent of residents.
According to ORDA, the initiative aims to simplify the procedure for placing telecommunications equipment in residential areas. Currently, operators are required to obtain the consent of all property owners in the building. However, the draft proposal suggests waiving this requirement if a sanitary and epidemiological certificate is available.
The document clearly states:
"The consent of the owners of condominium units of a building, structure, apartments and non-residential premises, or their authorised representatives, is not required for the installation of telecommunications equipment on condominium objects of a building or structure if a sanitary and epidemiological certificate is available."
According to the developers, these measures will speed up the deployment of communications infrastructure and improve the quality of mobile connectivity across the country.
As noted, the discussion of the amendments on the "Open NLA" portal will last until 5 June 2025.
