Kydyrgali Baibek — the father of former Almaty mayor Bauyrzhan Baibek — is mentioned in the criminal case of the organised criminal group led by Yeldos Kospayev.
According to the Telegram channel "Nege.Aqsha", between April 2019 and December 2020, members of the group led by Yeldos Kospayev sold three properties on Kapparov Street in Almaty to Kydyrgali Baibek. The transaction was processed through AV-Construction LLP.
It is noted that the price of the properties was undervalued relative to the construction cost, to the detriment of the company's lawful owners.
"D. Abizhanov, T. Tanashev and R. Babayev, in coordination with the head of the organised group, Y. Kospayev, and other individuals, decided to sell the commissioned and under-construction properties entrusted to them in favour of K. Baibek, father of the mayor of Almaty, B. Baibek, at a price below cost," the statement reads.
Following this, members of the OCG, in coordination with Kospayev and another person acting in the interests of Kydyrgali Baibek, set the price for the three properties, which ranged from 230,000 to 425,000 tenge per square metre.
According to this data, the father of the former Almaty mayor purchased an apartment with an area of 114.7 m² for 43.5 million tenge, and two non-residential premises with a total area of approximately 220 m² for 50.2 million and 40.4 million tenge respectively.
It has also emerged that Kydyrgali Baibek studied together with former President of Kazakhstan, Nursultan Nazarbayev. Yeldos Kospayev, meanwhile, has in some publications been referred to as the "right-hand man" of the late Bolat Nazarbayev — the former president's brother.
At the same time, Bolat Nazarbayev's name appears repeatedly in the case materials, but it is believed that Kospayev merely used this name to intimidate participants in the transactions and to boost his own standing.
"From October 2016, Y.A. Kospayev, abusing the trust of Bolat Abishevich Nazarbayev, brother of the First President of the Republic of Kazakhstan and head of BN Invest Financial and Industrial Holding LLP, decided to use the latter's name for his own mercenary purposes of personal enrichment at no cost," the verdict states.
For context, Yeldos Kospayev was sentenced to 15 years in prison in a medium-security colony for creating and leading an OCG. His brother Aidos Kospayev, Ruslan Shalin, Yerlan Imashev and Kamardin Alymov were each sentenced to 12 years in prison.
Kospayev's OCG was suspected of using violence and threats, engaging in corporate raids to seize business assets, and operating illegal businesses in Almaty and the Almaty region.
