The Senate of the Parliament of the Republic of Kazakhstan reviewed the conclusion of the Supreme Audit Chamber (SAC) on the Government's report on the execution of the republican budget for 2024. The document noted systemic shortcomings in a number of sectors — from housing and communal services and agriculture to digitalisation and healthcare.
According to the press service of the SAC, in the housing and communal sector auditors recorded errors in the collection of data on the wear and tear of sewage treatment facilities. In some regions, local authorities planned the construction of sewer networks without taking into account that the treatment facilities themselves are absent nearby.
In the agricultural sector, full-scale registration of farm animals in the information system of the Ministry of Agriculture has still not been established. This system is necessary to confirm eligibility for state support. According to the SAC's assessment, the lack of registration creates risks of unjustified subsidies.
It is reported that problems with the implementation of national projects also persist. Under the "Affordable Internet" project, more than 750,000 people in 860 villages still do not have access to the network, despite allocated funding. And under the "Modernisation of Rural Healthcare" project, only 65% of the planned facilities have been completed.
For context, in December last year, the SAC conducted an audit of the agricultural sector and uncovered large-scale fictitious subsidisation. According to the auditors, around 5 billion tenge was paid to more than 2,500 entities which ceased operations before or after receiving subsidies. Another nearly 3,000 recipients receiving 5.4 billion tenge were not agricultural sector entities at all.
