Member of the Public Chamber under the Majilis Natalia Malyarchuk has conducted a brief analysis of the draft of the new Tax Code, which will be submitted for parliamentary consideration on 9 April.
On her Facebook page, she reported that a significant portion of the document duplicates existing norms, and the proposed changes could lead to an increase in the tax burden, a weakening of banking secrecy, and the creation of additional barriers for businesses.
According to Malyarchuk, around 80% of the draft text consists of provisions from the old code. She stated that it proposes raising tax rates, as well as depriving citizens of tax and banking secrecy.
"Banks have so many obligations there that I would close my bank if I had one. In essence, banks are being given state functions and the status of a structural subdivision of the State Revenue Committee (SRC), not even the Ministry of Finance, which are not typical for them.", she said.
Natalia Malyarchuk said that a reduction in VAT thresholds is planned, which would mean almost all small businesses fall into the category of taxpayers. At the same time, the document proposes banning small businesses on the simplified tax system from working with legal entities.
"How are you supposed to grow if your consumer market is restricted? But instead, we'll return to the old practice of advance reports for employees and all that nonsense.", the post states.
It is noted that additional taxation on healthcare will also not lead to anything positive.
"Weak gestures in favour of socially significant diseases and their treatments will not improve the picture, because besides complex medicines and medical devices, there are others included in the protocols.", Malyarchuk stated.
According to her, one of the pressing issues is the instability of tax legislation.
"First, everyone was herded onto the retail tax, now it is being abolished for the worse. First, everyone was herded onto TIS [Temporary Import Scheme], now it's gone. First, platform employment was presented with great fanfare, now it is being abolished. There are many such examples, and perhaps it is right to change with the times, but not at our expense.", the post reads.
According to Malyarchuk, it remains unclear exactly what additional budget revenues the authors of the reform expect. However, she assumes that the proposed scheme will operate with serious malfunctions.
