Latifundists of Kazakhstan. Chapter 5: Karaganda (Part 1)

The FBRK editorial team continues to analyse the dynamics of Kazakhstan's largest land users in order to determine how much agricultural land has been withdrawn from them recently.

For context, we are receiving a large number of complaints from various regions that land is being withdrawn from small and medium-sized farms, while the work should have been directed at the territories of the latifundists.

The body directly responsible for this procedure is the Committee for Land Resources Management. After reviewing the territories of the Pavlodar Region, Kostanay Region, Akmola Region and the North Kazakhstan Region, we have concluded that there have been no significant changes in the areas held by the latifundists.

In connection with this, we are trying to understand in whose interests the CLRM is carrying out land withdrawals. In this article, we will begin to examine the land users of another grain-growing region – the Karaganda Region.



LLP «OTQANZHAR»

So, LLP «Otqanzhar» (sheep and goat breeding) was registered in 2002. The first head is Asylan Otarbay. The company has 15 founders. According to Kompra.kz, the founders' debt under enforcement proceedings amounts to more than 2.6 million tenge.

LLP «Otqanzhar» has a medium degree of risk regarding tax obligations. For 2023, the company paid 22 million tenge in taxes (in 2022 – 13.3 million tenge, in 2021 – 19.5 million tenge, in 2020 – 23.3 million tenge).

LLP «BROKKER»

LLP «Brokker» (breeding of other cattle and buffalo), occupying approximately 115.2 thousand hectares in the Karaganda Region, was registered in 2004. The first head is Irina Rezner, the founder is Yekaterina Bondarenko.

This LLP has a medium degree of risk regarding tax obligations. For 2023, the company paid 3.2 million tenge in taxes (in 2022 – 3.4 million tenge, in 2021 – 3.4 million tenge, in 2020 – 3.8 million tenge).

LLP «QAZAQ STEPPE SHEEP»

LLP «Qazaq Steppe Sheep» (activities supporting livestock farming), occupying 97.3 thousand hectares in the Karaganda Region, was registered in 2018. The first head and founder of the company is Bekbolat Sagyndyk.

This LLP has a medium degree of risk regarding tax obligations. For 2023, the company paid 3.7 million tenge in taxes (in 2022 – 9 million tenge, in 2021 – 12.5 million tenge, in 2020 – 488 thousand tenge).

LLP «SHAKHTYORSKOYE»

LLP «Shakhtyorskoye» (cultivation of cereals and leguminous crops, including seed production), occupying more than 54 thousand hectares of land in the Karaganda Region, was registered in 2001. The first head is Georgiy Prokop. The company has approximately 100 founders, presumably shareholders.

According to Kompra.kz, the LLP has a low degree of risk regarding tax obligations. For 2023, the company paid 240.8 million tenge in taxes (in 2022 – 320 million tenge, in 2021 – 251.6 million tenge, in 2020 – 163.7 million tenge).

FARM «TAU»

Farm «Tau» (horse breeding), occupying approximately 26.7 thousand hectares in the Karaganda Region, belongs to a certain Kanat Tusupbekov. The farm has a low degree of risk regarding tax obligations.
