In Kazakhstan, clarifications are being made to the Social Code: the period of actual childcare for young children will now be taken into account when calculating pension contributions not only for mothers, but also for unemployed fathers. The law also enshrines labour guarantees for single parents regardless of gender and expands the powers of maslikhats.

INCLUSION OF CHILDCARE IN PENSION CONTRIBUTIONS

According to the clarifications being introduced, the period of actual childcare for young children is included in the employment record when calculating old-age pension payments for unemployed fathers. The amendments are aimed at bringing the Social Code into line with the decision of the Constitutional Court.

The materials do not specify from when these provisions will apply, nor exactly which periods of care are subject to inclusion.

PROTECTION FOR SINGLE PARENTS

At the same time, it is proposed to replace the term "single mothers" in the legislation with "single parent". This will extend the ban on terminating an employment contract at the initiative of the employer to all single parents, regardless of gender.

ADDITIONAL CHANGES

Furthermore, the powers of maslikhats are being expanded. They are being granted the right to develop and approve rules for awarding the title of "Honorary Citizen of the Region (City, District)" based on standard provisions.

CONTEXT
