Hundreds of millions of tenge in social investments have disappeared in Aktobe

In Aktobe, facts have come to light regarding the disappearance of tens of millions of tenge, which subsoil users were obliged to allocate for the social needs of the region. According to public activist Murat Zhakiyev, the money was transferred through private funds, but its use remains opaque, and many projects have not actually been implemented.

According to Hronika.kz, Zhakiyev reported that according to information from the portal "Unified State System for Subsoil Use Management of the Republic of Kazakhstan", back in 2020, JSC "NC "KazMunayGas" (KMG) allocated 120 million tenge to the "Paryz" fund for the construction of an IT centre in Aktobe, and CNPC (China National Petroleum Corporation) transferred over 300 million tenge to the same fund.

However, the akimat officially confirmed that the IT centre was not built, and the design and estimate documentation was not even developed.

A similar situation occurred with 127 million tenge, allegedly allocated by KMG to the "Asyl rukh" fund for charity. The company itself stated that it had not allocated such funds, although they are listed in public reports.

"No one seems to care where hundreds of millions have magically disappeared. Paradoxically, no one checks how this money is spent. The DER, the Ministry of Internal Affairs, the prosecutor's office, the state audit – they cannot control these expenses because they are considered off-budget. But this is money obtained from the use of state subsoil – that is, yours and mine money!" – Zhakiyev indignantly stated.

According to him, the "Paryz" and "Asyl rukh" funds are private, which also precludes state control. Meanwhile, this is precisely where the mandatory social investments of subsoil users are redirected.

Zhakiyev also points to other discrepancies: under a memorandum with Eurasian Resources Group (ERG) in 2018, JSC "Transnational Company Kazchrome" was supposed to allocate 1.86 billion tenge for the social development of the region, but the akimat's report showed a total of only 700 million tenge. In 2019, the company again transferred 1.86 billion, but the akimat reported zero receipts.

Thus, we are talking about billions of tenge, the fate of which remains unknown.
