A sentence has been handed down in Karaganda in a case involving the theft of state subsidies totalling 339 million tenge, which were allocated to reduce the cost of milk under the national project "Development of the Agro-Industrial Complex".
According to the press service of the AFM, the heads of the farm "DIAS" conspired with a local veterinarian and, in order to obtain subsidies, submitted fake documents regarding the ownership of cattle, as well as the production and sale of dairy products.
In reality, the farm only owned a small livestock base, unsuitable for production activities. The production and processing of dairy products were not actually carried out.
The suspects used part of the stolen funds to purchase 60 head of breeding bulls – of a meat breed. As a result of these actions, the individuals involved obtained additional criminal income in the form of subsidies amounting to 9 million tenge.
Ultimately, the court found the heads of the farm guilty under Article 190, Part 4, Clause 2 of the Criminal Code of the Republic of Kazakhstan ("Fraud"), Article 218, Part 2, Clause 1 of the Criminal Code of the Republic of Kazakhstan ("Legalisation of illegally obtained money"), and Article 206, Part 3, Clause 2 of the Criminal Code of the Republic of Kazakhstan ("Unlawful destruction or modification of information"), and sentenced them to between 5 and 6 years in prison.
At the same time, the court granted the civil claim from the agriculture department for the sum of 339 million tenge.
It should be recalled that earlier it was reported that a former deputy of the maslikhat of the Karasay district of the Almaty region, Beket Abishev, had been detained. It was reported that to illegally obtain subsidies, the suspect submitted fake documents to the agriculture department regarding the purchase of raspberry saplings for 947 million tenge. As a result, he received subsidies amounting to 474 million tenge — 50% of the alleged expenditure.
It was alleged that to launder the proceeds, the former deputy entered into fake contracts with 21 individual entrepreneurs for the packaging, loading, and unloading of saplings, without any actual work being carried out.
Later, law enforcement officers established the possible involvement in the crime of the former director of one of the departments of the Ministry of Agriculture, B.S. Aimbetov.
