The head of the military lyceum, Murat Maikeyev, is accused of unethical behaviour

Videos are circulating online from the specialised boarding lyceum 'Arystan' . The footage shows the head of the lyceum, Lieutenant-General Murat Maikeyev shouting at and aggressively insulting students.

For reference: the specialised lyceum 'Arystan' is a non-state secondary general education boarding institution with a military lifestyle, a physics and mathematics focus, and in-depth study of IT, English and Kazakh. The task of the 'Arystan' lyceum is to supply higher education institutions of the Republic of Kazakhstan's security forces with talented young people wishing to devote themselves to public service.

According to the Telegram channel 'Kozachkov offside', this is the same Mr. Makeyev who was the First Deputy Minister of Defence of the Republic of Kazakhstan and former Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan before being discharged into the reserves. 

In addition to the video, journalists shared a collective appeal from the teaching staff of the institution. According to them, more than 15 highly qualified teachers and officers, unable to withstand the psychological and moral pressure from Makeyev, were forced to leave the lyceum. Some were dismissed. Furthermore, employees reported that the lieutenant-general allegedly drove the head of the lyceum's psychological service to death. 

Among other things, lyceum workers claim that Murat Maikeyev frequently violates professional ethics, namely: 

  • using foul language and making lewd jokes among the staff, including in the presence of students;
  • allowing himself to walk around the lyceum grounds bare-chested, putting women in an awkward position;
  • constantly exerting psychological pressure on individual employees through shouting and threats in front of the entire staff;
  • committing acts of arbitrariness and abuse of power, manifested in unjustified checks of teachers' personal phones;
  • unfoundedly removing people from their positions;
  • deputies are unable or unwilling to defend their subordinates before the head, and if they try, they are dismissed;
  • dividing the staff into favoured and disfavoured groups, encouraging informants, thereby creating an imbalance in the team's work.

The head is also accused of deliberately supporting the lyceum's methodologist, L.K. Denebayeva, who uses the educational process to settle personal scores with 'disfavoured' teachers.

"As a result of this policy by the methodologist, at the end of August 2024, T.S. Shamganova, a master teacher and leading chemistry teacher with vast experience and achievements, was forced to resign. The methodologist's settling of personal scores with certain currently working teachers continues. Knowing about the methodologist's biased distribution of teaching loads among individual teachers, M.K. Maikeyev takes no action; on the contrary, he supports this pernicious practice, which also negatively affects the moral and psychological climate within the teaching staff," the statement reads.

It is noted that this approach also adversely affects the students. Here are some points describing the rude and insulting treatment of lyceum students:

  • graduates of 2024, who were recruited before M.Zh. Maikeyev's time, were demonstratively and deliberately called the 'rotten company';
  • graduates of 2023 were called 'wet cats' during line-up on the parade ground;
  • uses profanity when addressing graduates — 'don't doubt that I'll f*** you, you f****ts';
  • has intimidated and continues to intimidate graduates, threatening to call the right people so they won't get into the KNB Academy or another chosen university;
  • often descends into hysterical shouting at the entire formation of lyceum students, expressing displeasure about something, resorts to physical violence, pokes fingers at students, frightens children with his shouting, and promises to destroy everyone;
  • systematically shouts at students (during line-ups, conversations, etc.);
  • addresses lyceum students by nicknames, sometimes offensive ones, using foul language.

Based on the above, the lyceum's staff request that the government and the Prosecutor General's Office conduct an investigation, interviewing all individuals at the specialised lyceum 'Arystan'.
