Falling apart before our eyes: district hospital in EKR

In the Glubokoye District of the East Kazakhstan Region, the foundation of the district hospital building, constructed 10 years ago, has begun to settle, and cracks have appeared in the walls. This was reported on his Facebook page by the head of the branch of the NGO "Әділдік жолы" in the East Kazakhstan Region, Adil Pshenov






According to him, the hospital's catering unit building has been declared unsafe and was closed about a year ago. According to information from medical facility staff, the hospital's assembly hall is also in a dangerous condition

Furthermore, the public figure stated that the building's facade tiles have fallen off everywhere, the ventilation system is not working, and the asphalt around the hospital has subsided, with some areas completely missing. 





It has come to light that the construction of the hospital cost the state 2 billion tenge. The building was started in 2012 by the company "Kumarov and K", and later the company's management was held criminally liable. 

For example, in 2013, criminal cases were opened regarding the embezzlement of 321.8 million tenge during the hospital's construction. 

The construction of the medical facility was then continued by the LLP "Elkhon", whose head at the time was a certain Tumashinov L.Sh. The public figure claims that the company belongs to the father of the current district akim. The partnership built this facility and put it into operation in August 2014

In conclusion, Adil Pshenov raised several questions: "Why have the LLP 'Elkhon', the technical supervision, the authorial supervision, and the client not yet been held accountable for poor-quality work? Why has the East Kazakhstan Region health department not allocated funds for the building's major repairs since 2016? Why has a structural safety assessment for the building not yet been carried out?"

He also called on the East Kazakhstan Region akimat to allocate funds for major repairs to the hospital building. At the same time, the public figure asked the Anti-Corruption Agency and the East Kazakhstan Region Prosecutor's Office to look into these violations and conduct an inspection
