A video is circulating on the internet in which a woman addresses the President Kassym-Jomart Tokayev, claiming that her husband was beaten by police officers from the Talgar District Police Department of the Almaty Region and that drugs were planted on him.
"I, Zukhra Kasymovna Zuliyarova, am the mother of three minor children. On the night of March 13th, officers from the Talgar District Police Department of the Almaty Region, in civilian clothes, broke into our yard and planted a narcotic substance in a plastic bag in our boiler room, after which they took my husband. My husband was in a post-operative state, but the officers of the Talgar District Police Department inflicted severe bodily harm on him and forced him to confess. They gave us two hours to find 7 million tenge, otherwise they threatened to sentence him to 10 years in prison," she said.
The woman claims she had to borrow money from her employer at two o'clock in the morning. However, she was unable to raise the required amount. She only managed to find 3 million tenge.
"We handed it over through intermediaries at three o'clock in the morning. On the morning of March 14th, my husband went to the Talgar Central District Hospital, where he had his injuries documented, and had an X-ray and ultrasound. He then went to Almaty, where he filed a statement with the Department of Internal Affairs and the prosecutor's office. Now I fear for my life and the lives of my children. I ask you, Mr. President, to take some kind of action," she said.
The woman did not mention the presence of witnesses during the search and arrest, or any video recording of the police operation.
