Development of tourism and access to national parks in Kazakhstan have been brought under control

The Government of Kazakhstan has strengthened control over the development of tourism infrastructure and the quality of services, taking into account the instructions of the Head of State.

Following the meeting, Prime Minister Olzhas Bektenov gave a number of instructions to relevant ministries and akimats.

MAIN GOVERNMENT INSTRUCTIONS

  • Updating information for foreign tourists

The Prime Minister noted that foreign tourists, when choosing a country, are primarily guided by information from open sources — the internet and social networks.

However, over the past four years, tools for attracting foreign tourists have not been updated: outdated information is being used, and there is insufficient coverage of cultural, ethnographic and other materials.

In this regard, the Ministry of Tourism together with the Ministry of Culture, the company "Kazakh Tourism" and the akimats have been instructed to develop a detailed work plan for 2026 within a month, taking into account all cultural, sporting and mass events held in the country.

  • Regulated business access to national parks

Special attention has been paid to issues of domestic entrepreneurs' access to the territories of national parks, nature reserves and sanctuaries. The Prime Minister emphasised the need to find a balance between the development of tourism infrastructure and the preservation of flora and fauna.

"For the sustainable development of tourism infrastructure and improvement of service quality, while ensuring the preservation of flora and fauna, it is necessary to study international experience and submit proposals on mechanisms for regulated access of entrepreneurs to the territories of national parks, nature reserves, and sanctuaries," instructed Olzhas Bektenov.

The Ministry of Ecology together with the Chamber of Entrepreneurs has been instructed to work out the relevant legislative amendments.

  • Infrastructure in coastal protection zones

When implementing investment projects, businesses face restrictions on access to coastal protection zones, which complicates the provision of infrastructure, including for the construction of water parks. The Prime Minister stressed that in this matter, a "happy medium" must be found.

The Ministry of Water Resources has been instructed to study best international practices and prepare proposals for introducing legislative changes.

COORDINATION

Overall coordination of the execution of the instructions has been assigned to Deputy Prime Minister — Minister of Culture and Information, Aida Balayeva.
