The FBRC editorial team continues its analysis of the privatised plots located within the Maly Taldykol lake group and their owners. We have already examined who owns some plots north of Syganak Street, near the ‘Mechta’ shopping centre. In this part, we will continue to report on the owners of the coastal area in this district.
Plot 21-320-148-307 (area 0.5110 hectares), north of Syganak Street, near the ‘Mechta’ shopping centre, has been privately owned by the LLP ‘Kobe Bean’ (residential building construction) since October 2020. The owner of the LLP is Zhomart Akhmetov, and the director is Salamat Akhmetov, a member of the standing commission of the Astana city maslikhat on construction, ecology, transport, trade, and housing and communal services. Presumably, Akhmetov, more than anyone else, knows the consequences of developing the shores of Maly Taldykol.
Incidentally, Akhmetov owns numerous other companies: LLP ‘Nur Astana kurylys’, JSC ‘Sayat Air Airlines’, LLP ‘Tanzher-1’, LLP ‘Zam-Zam Group’, LLP ‘Nur-Zhasa Astana’, LLP ‘Mulsanne’, LLP ‘Mega Minerals’, LLP ‘Albion 2014’, LLP ‘Haf KZ’, LLP ‘Wood Art’, LLP ‘NAK Management’, LLP ‘NAK Holding’, LLP ‘NAK-Mechanization’, Private Company ‘Proportunity Management Company Limited’, LLP ‘ADN Group&Co’, Public Foundation ‘Shapagat Zhuregi’, LLP ‘Sauran So’, LLP ‘Koktal So’, LLP ‘HBP group’, LLP ‘Grain edge’, LLP ‘Aura Restaurant’, LLP ‘Altyn Bidai NS’, LLP ‘Saryarka So’. It is hard to imagine the time and effort required by a deputy of the capital's maslikhat to maintain all these companies.
The holding company ‘NAK’, where Salamat Akhmetov was a founder and general director, was already involved in a scandal in 2021. At that time, activist Zhanbolat Mamai claimed that the holding was part of the ‘business empire’ of the former akim of Almaty, the then deputy chairman of the ‘Nur Otan’ party, Bauyrzhan Baibek. Akhmetov himself denied these rumours, assuring that there were no commercial relationships whatsoever between the holding and Baibek.
Furthermore, since April 2023, Salamat Akhmetov has owned plot 21-320-135-4735 (area 0.2300 hectares), with the designated purpose of construction of an administrative building. Interestingly, the previous owners of the plot were Zhomart Akhmetov and Nazira Akhmetova.
North of Syganak Street, near the ‘Mechta’ shopping centre, is also located plot 21-320-148-325 (area 0.1643). This plot has been privately owned by the LLP ‘Affix’ since September 2022, and is intended for the construction of a multifunctional complex with built-in premises and parking. The director of the LLP is also Zhomart Akhmetov. Additionally, he owns more than 30 companies.
LLP ‘Lakehouse 1’ has, since April 2020, owned four plots along the shore for the construction and operation of multifunctional complexes. These are plots 21-320-135-4420, 21-320-135-4419, 21-320-135-4418, 21-320-135-4417 (total area 2.1508 hectares). LLP ‘Lakehouse 1’ (buying and selling apartment blocks and residential houses) is owned by Damir Tolymbek. It is known that a person with the same full name previously held the post of deputy director of the capital's department of entrepreneurship and industry.
Plot 21-320-135-4699 (area 1.3247 hectares) is owned by LLP ‘Kazakhstan Construction and Installation Company’ under the right of temporary compensated long-term land use since November 2021 for the construction of a multi-apartment residential complex with built-in premises and parking.
Plot 21-320-135-1701 (area 0.6962 hectares), north of Syganak Street, near the ‘Mechta’ shopping centre, has belonged to LLP ‘Tradition 2019’ since June 2019 under the right of temporary compensated long-term land use for the operation of a health and wellness complex. The director and one of the founders of the LLP is Aigul Khasenova.
Nearby is plot 21-320-135-4701 (area 0.5791 hectares), which belonged to the now-dissolved LLP ‘Parking Systems Astana’ from May 2021 under the right of temporary compensated short-term land use for the construction of a multi-apartment residential complex with built-in premises, parking and a medical centre. The land use term expired in November 2022.
Two further plots, 21-320-135-5541 and 21-320-135-5540 (total area 1.8462 hectares), also belong to the dissolved LLP ‘Parking Systems Astana’ since December 2020.
LLP ‘Kazakhstan Construction and Installation Company Osnova’ has, since June 2020, owned plot 21-320-135-3787 (area 1.0044 hectares) under the right of temporary compensated long-term land use for the operation of a multi-apartment residential complex with built-in premises and parking. The director and founder of the LLP is Zhumart Baity. The land use term is due to end in December 2024.
Plots 21-320-135-5547 and 21-320-135-5546 (total area 1.4256 hectares) are in the private ownership of the now-dissolved LLP ‘SK Kurylys Astana’ since March 2021 for the construction of a multi-apartment residential complex with built-in premises, parking and a rhythmic gymnastics centre.
On plot 21-320-135-1023 (area 0.9803 hectares) is located a kindergarten, belonging to LLP ‘Smart Technological School’ since August 2021 under the right of temporary compensated long-term land use. The director of the LLP is Nursultan Bisengaliyev, and the founders are Dinara Kudaykulova and Bakhytzhan Ashimova. The land use term is due to end in April 2029.
Another kindergarten is located on plot 21-320-135-88, which has belonged to Bolatbek Baisakakov since November 2012 under the right of temporary compensated short-term land use. The land use term is due to end in February 2025.
LLP ‘Smart School NS’, under the right of temporary compensated short-term land use, owns plot 21-320-135-5620 (area 0.5 hectares) for the purpose of constructing a private school for 575 pupils. The director and founder of the LLP is Kamilya Baiskakova.
Plot 21-320-135-4642 (area 0.3367 hectares) was in the private ownership of LLP ‘Sensata Development’ from January 2021 to July 2022 for the construction and operation of a multifunctional complex. The director of the company is Sergey Sheremetyev, and the founder is LLP ‘Sensata Construction’.
