In land fraud cases, the elected representatives of Almaty are under suspicion.

The case of former chief architect Almaskhan Akhmedzhanov and ex-head of the land relations department Ardak Samambetov is being considered in Almaty.

According to the Telegram channel "Chinovnik", deputies of the Almaty City Maslikhat Amirzhan Nabiev and Dastan Dzhenteliev are appearing as witnesses. It is reported that the city authorities bought land plots from them at inflated prices. Samambetov helped facilitate the deals. 

"If the city overpaid Dzhenteliev by 90 million tenge, buying a plot in the city centre for 473 million, then Amirzhan Nabiev received much more. He acquired a plot of 15 hectares in the Nauryzbay district in 2019 for 1.5 billion tenge. In 2021, the Almaty Akimat bought this land for 9.7 billion tenge", the message states.

It is noted that after the January events, Nabiev's company "Atrix-Stroy", presumably in gratitude for the deal, restored the Almaty Akimat for almost 17 billion tenge

At the same time, it is reported that deputy of the Zhambyl Regional Maslikhat Mukhanbetaly Shalkarbekov is involved in the land plot case. He is accused of fraud.

"In 2019, Shalkarbekov received a plot at cadastral value, allegedly for the implementation of an investment project. In fact, the 'medical centre' for which the plot was allocated to him has not been built and is not operational. And Samambetov and Akhmedzhanov helped Shalkarbekov re-register the land into the private ownership of the LLP 'ABZ Aktas'. Later, the deputy transferred the plot to his son", the message states.

It is known that ex-head of the land relations department Ardak Samambetov is married to the sister of the second wife of ex-president of Kazakhstan, Assel Isabayeva. Isabayeva's father, Tlekteyes Espolov, is the former rector of the Kazakh National Agrarian University. 

Incidentally, it was previously reported that the university had uncovered the embezzlement of budget funds as part of public procurement carried out in 2020. The damage amounted to 43.8 million tenge. It was during those years that Nazarbayev's father-in-law was the rector of the university, however, there has been no report to date of Espolov being brought to criminal responsibility.
