The contractor laid asphalt on top of snow in one of the villages of WKO.

A video has been circulated on social media showing residents of Chapaevo village in the administrative centre of the Akzhaik district of the West Kazakhstan region complaining about poor-quality construction of a pedestrian footpath.

According to the Kazinform International News Agency, on Kairat Maidanov Street a contractor laid asphalt on top of snow during the night. He said the thickness of the surface is no more than five centimetres.

"This is a real disgrace. In spring, it will all crumble away. In Chapaevo village, they are doing the same thing on all streets — laying asphalt directly on top of snow. This is wrong, and the villagers are against it. Where are the akimat and other responsible authorities looking?" — a villager stated.

In response, the akim of Akzhaik district, Murat Serdalin, reported that following an open competition held by the office of the akim of the Chapaevo rural district, the contractor for the construction of pedestrian footpaths was recognised as the Public Association "Society of Organisers of Kazakhstan".

The organisation was registered in 2018 and operates in Zhambyl region and Shymkent.

The contractor began work on 11 November. The construction of footpaths took place in Chapaevo village on Mukhtar Abdolov Street, Aiteke bi Street, Kairat Maidanov Street and Zhuban Street.

"On 19 December, due to adverse weather conditions, construction of the pedestrian footpath was suspended. The completed work was not accepted by the client. On the same day, the office of the akimat of the Chapaevo rural district filed a claim with the specialised inter-district economic court of the West Kazakhstan region, demanding that the Public Association 'Society of Organisers of Kazakhstan' be recognised as an unfair participant in public procurement and that a penalty of 0.1% be recovered from it," Murat Serdalin reported.

According to him, explanatory work is being carried out among the villagers, and the situation is being monitored by the district authorities.
